If you need truly free office suite for any use (even commercial), yes, OpenOffice is the best. But... difference in fonts brings trouble (pages, layout, spacing goes awry), support for Office 2007 formats still partial (SmartArt, Picture Effects, VBA, still unsupported).
The problem is if you're dealing with customers or people who already have Office 2007, and using it's features heavily (or simply Excel 2003, with very complex formulas). If not, you won't find any trouble.
It got other derivatives (Go-OO, OpenOffice Novell, Lotus Symphony), so you can just try the others until you find which is more satisfactory

Totally free, even for commercial
The most feature complete for opensource office suite

Worst:

Compatibility with Office 2007 still low (compared with proprietary suites)
